Separate services when the questions differ
A redesign prospect may ask about retaining URLs and moving existing content, while a new-site prospect needs help defining the page list. Separate service pages make room for those different questions. They also give navigation and related articles a more precise destination.
Build a page with a real purpose
Explain the service, likely deliverables, information needed to begin and what happens next. Use the language customers use to describe the need. A page does not become useful merely because its headline contains a target phrase.
When to combine pages
If two proposed services have the same scope, audience and answers, a single page with clear sections may be easier to maintain. Avoid splitting minor wording variations into several thin pages that compete for the same purpose.

Review usefulness after publication
Look at relevant searches and inquiries alongside the questions customers still ask. Update the page when its scope changes or important answers are missing. More pages are not automatically a better search strategy.
